We seek a senior data analyst in Falls Church, VA, to support Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) operational data analysis and performance reporting for the Department of Homeland Security (DHS)'s Priority Telecommunications Services (PTS) program. PTS, run by the Office of Emergency Communications (OEC), serves the National Security and Emergency Preparedness (NS/EP) community by providing priority voice, video and data communications to the NS/EP community in times when the public telecommunications networks are experiencing stress due to natural or man-made disasters. The OEC’s PTS mission is to ensure NS/EP users have a high likelihood of successful communications when public telecommunications networks are experiencing congestion of up to 25 times their normal load.
Develops, inspects, mines, transforms, and models data to raise productivity, improve decision making, and gain competitive advantage.
Conducts statistical analysis on data and information to ensure correct predictive forecasting or classification.
Manages all aspects of end-to-end data processing utilizing customized report building functions of systems.
Maintains analytical systems, verifies the accuracy of the data, and acts as liaison with business.
Identify and coordinate with carriers Wireless Priority Service (WPS) VoLTE Operational Measurement (OMs)/Call Detail Records (CDRs) that the carrier will send to GDIT
Generate documentation/specification/requirements for the WPS VoLTE data
In coordination with the carriers, and possibly including actual tests, develop the mapping tables to map the OMs and the CDR call dispositions to “Success/Fail/Exclude”
Generate the numbers and charts for monthly reports for each carriers
Develop calculations for Key Performance Parameters (KPP), from the data delivered by the carriers
Create and analyze monthly reports
Investigate and document any anomalies, including performance data spikes, dips, KPPs not meeting target numbers, carrier network nodes not reporting data, etc.
Generate Trouble Tickets and follow through with them
Prepare and present charts for Annual Performance Reviews (APRs), Quarterly Program Management Reviews (QPMRs) and National Security and Emergency Preparedness (NS/EP) events
- BA or equivalent + 10 yrs related experience, or MA + 8 yrs related experience
Degree in Engineering, Information Systems, or other related field
Knowledge and experience in telephony (wireline networks, wireless networks and IP networks) technologies
Knowledge or experience in wireline and wireless carrier call data analysis and reporting
Must be a U.S. Citizen
Must be able to obtain/maintain a DHS EOD clearance
