General Dynamics Information Technology IT Project Manager - TS/SCI w/Polygraph Required in McLean, Virginia

Job Description

Provide services on technical approaches in meeting the Government's needs, as required.

•Develop efficient plans involving numerous resources within a group, division, or business and effectively coordinate and implement these plans.

•Lead change and improvement initiatives.

•Provide tactical and operational research in planning allocation of resources and in the development of long-range goals, objectives and milestones.

•Formulate processes and programs for developing structure and capabilities to assure that the IT provides rapid and consistent support to the Government.

•Develop and direct the implementation of goals, objectives, policies, procedures and work standards applicable for the assigned program.

•Analyze areas of concern and present feasible alternatives and recommendations, research regulatory and administrative requirements, and assemble data for financial and analytical reports and documents.

•Monitor and stay abreast of technological and operational changes that affect the processes of the program; make recommendations for and develop and carry out improvements to the program to meet changing mission parameters and requirements.

•Assist in developing and coordinating policies, goals, vision and expectations of the agency and program.

•Identify and track key metrics of system or process efficiency and effectiveness, using data to revise procedures and optimize functioning.

•Formulate IT principles, define policies and procedures, determine IT capabilities, define the technical architecture, define the IT process model, define the IT organizational model, market IT services, customer liaison, strategic business reporting, define customer support requirements, identify new service needs, and define IT requirements to address business goals.

•Perform data collection and analysis, needs assessments, problem analysis, and cost estimating and modeling.

•Support business case development and related analytical, cost estimating and modeling efforts.

•Other program manager support functions, as tasked.




  1. Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

  2. Professional certification (PMP) preferred.

10-12 years of related experience, including supervisory experience.


•Be knowledgeable of the Intelligence Community program budget review process.

• Develop, prepare and track Service Level Agreements (SLA's)

• Have a working knowledge of debits/credits and general ledger systems.

• Demonstrated knowledge of MS Office suite; specifically proven demonstrated experience with Microsoft Excel pivot-tables and macros.

• Extensive knowledge of Agency and Finance regulations, policies, and unique authorities sufficient to address complicated issues.

• Experience creating financial documents in the client's automated financial systems.

• Knowledge of Generally Accepted Accounting Principles.
