Job Description

  • Has overall responsibility for the completion of the task, program deliverables, manages all team personnel assigned, and is responsible for program task schedules

  • Has the authority to commit GDIT resources to meet the needs of the program

  • Works closely with the customer PM to formulate new tasking plans and deliverable items

  • Supervises assigned technical and administrative staff, including subordinate managers, and performs personnel actions including hiring and performance evaluation

  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems

  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits

  • Develops, reviews, and approves plans, schedules, consulting agreements, and other program documents

  • Prepares and provides various reports and technical reviews to senior management as requested

  • Designs, develops, codes, tests, and debugs complex new software products, or makes significant enhancements to existing software

  • Researches and integrates design strategies, product specifications, development schedules, and user expectations into product capabilities

  • Resolves complex hardware/software compatibility and interface design considerations

  • Conducts investigations and tests of considerable complexity

  • Researches emerging technologies to determine impact on application execution

  • Provides input to staff involved in writing and updating technical documentation such as user manuals, system documentation, and training materials

  • Troubleshoots complex problems and provides customer support for software operating systems and application issues

  • Ensures compliance with relevant corporate and Government policies and standards

  • May serve as a technical team or task leader

  • Maintains current knowledge of relevant technology as assigned

Responsibilities include:

  • Managing the project schedules and deliverables, staffing, challenges and risks, and financial performance for the ACAS project

  • Working closely with each team member to ensure that each release performs in accordance with our requirements at the highest quality standards

  • Proactively identifying risks and put into place risk prevention/mitigation procedures for the tasks

  • Overseeing and coordinating the people, resources, and processes required to deliver new software or upgrade existing products

  • Prioritizing, planning and tracking development progress including Level 3 product support efforts while leading, managing, and directing multiple software development teams

  • Conducting regular meetings to review progress and to identify potential obstacles to completion

  • Monitoring software quality to ensure that products meet their technical and business objectives

  • Providing analysis for product direction

  • Evaluating employee performance, setting expectations and goals for the department and individual staff members, and recruits

  • Mentor the team leaders, helping them to develop skills and capabilities in support of their professional growth

Education

Bachelors Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.

Qualifications

  • 10–12 years of related software development experience, including supervisory experience

  • ScrumMaster certification preferred

  • Experience with Rational Team Concert, Jira, or similar software engineering tool suite

  • 5–8 years of experience in an appropriate programming language; C/C++, Java

  • At least 5 years of experience developing and leading a large DoD or similar program

  • Thorough understanding of program schedule management and budget activities

  • Experience with CMMI-Dev Level 3 engineering practices

  • Thorough understanding of and experience with modern CM and IDE environments such as Rational Team Concert and/or Jira

  • Experience using Agile development methodologies to engineer solutions for customer requirements

  • Professional certification (PMP) preferred

  • Security+ or CISSP
