General Dynamics Information Technology (IT) has partnered with NASA to consolidate select Procurement, Finance, Human Resources (HR), and Information Technology activities from the 10 NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi.
The mission of the NASA Shared Services Center (NSSC) is to provide timely, accurate, high-quality, cost-effective, and customer-focused support for selected NASA business and technical services.
General Dynamics IT has an opportunity on the NSSC contract for a Supervisor of Classification and Staffing Services to contribute to our success in transitioning, stabilizing, and ensuring the success of the HR Classification and Staffing services for NASA. This will be a full-time position, located onsite at NASA Stennis Space Center, Mississippi.
The NSSC is currently collaborating with NASA in support of transitioning and centralizing Classification and Staffing services to the NSSC. This HR Supervisor will be responsible for successful transition of these services to include personnel recruitment, training, transition, go-live, stabilization, and optimization. Responsibilities include:
Manage and lead the development and implementation of the Classification and Staffing services at the NSSC.
Recruit, staff, and train required resources to ensure operational readiness for successful go-live and stabilization.
Complete and maintain accuracy and timely deliverables of contractual documentation to include Service Delivery Guides, work instructions, data requirement documents (DRDs), and procedures related to Classification and Staffing.
Report on Classification and Staffing performance standards and service level indicators (SLIs), monitor performance, and initiate corrective actions to meet targets.
Assist with the strategic workforce planning and management activities for the Human Resources Service Provider (SP) organization.
General supervisory duties to include: setting priorities, assigning work, monitoring and evaluating performance, providing input to budget needs, coaching and developing employees, approving leave, and taking or recommending corrective/disciplinary actions as appropriate.
Minimum of 5-8 years of supervisory or management experience is required.
Minimum of 8-12 years of HR experience in Federal position management, position classification, and/or Federal staffing and recruitment activities is required.
Knowledge and specialized experience applying the Office of Personnel Management (OPM) classification standards and grade evaluation guides.
Experience with the NASA Supplemental Classification System, including Aerospace Technologist (AST) positions, is preferred but not required.
Knowledge of Federal staffing policies to include experience with adjudicating qualifications, veteran’s preference, and merit promotion.
Possess excellent communication (verbal and written) and interpersonal skills.
