General Dynamics Information Technology Analyst, Program - Secret Clearance required in Washington, District Of Columbia
Performs a variety of complex administrative and analytical tasks in in support of Department of Navy and Department of Defense Security Cooperation and Foreign Military Sales programs; specifically supporting the Navy International Programs Office (Navy IPO) -01D Disclosure Policy division’s Exceptions to National Defense Policy (ENDP) submissions, Technology Transfer and Security Assistance Review Board (TTSARB) decisions, development of Delegated Disclosure Authority Letters (DDL), Third Party Transfer (TPT) requests, and Committee on Foreign Investment in the U.S. (CFIUS) submissions.
Performs administrative and analytical tasks to support necessary actions to ensure support for IPO-01D Disclosure Policy Division
Develops plans and programs; including developing inputs and assessing strategic plans; tracking the status of agreements; assessing and complying with existing technology security policy to include research and analysis of foreign disclosure and technology transfer initiatives, issues and concerns for assigned programs. Assists with workflow management tool for Navy IPO director and support staff, developing point papers, situation reports, and timelines, as requested.
Provides Technology Transfer and Security Assistance Review Board (TTSARB) interpretation services to support the TTSARB implementation guidance working group in ongoing effort to develop new TTSARB policy.
Executes a strong ability to write clearly and concisely and ability to read considerable amounts of technical information and policy, perform research, and recognize/analyze critical information.
With little supervision; manage multiple tasks varying from writing technical sections of Navy Disclosure Policy, to processing Third Party Transfers.
Ability to communicate with senior-officials across Navy IPO, Navy Program Offices, Department of State, and other DoD organizations; written and verbal.
Exposure to Navy Technology Security (Aviation, Surface, C4ISR) & Foreign Disclosure or Navy Security Cooperation & Foreign Military Sales is a plus.
May perform business development activities.
May provide guidance and work leadership to less-experienced employees.
Participates in special projects as required.
Bachelor’s Degree in Business Administration or a related discipline; or the equivalent combination of education; professional training; or work experience.
2-5 years of overall professional experience; of which 2-3 years are experience in Security Assistance/Foreign Military Systems programs and acquisition areas; international cooperative programs; and export licensing. This may include experience in areas such as defense acquisition planning; equipment integration and procurement; engineering and logistics support; technology transfer and releasability; and international training.
