General Dynamics Information Technology Program Monitor in Washington, District Of Columbia

Job Description

The Program Monitor conducts primary and secondary data collection for a government agency at assigned grantee sites to measure compliance and assess program performance.

Duties include:

  • Conducts site visits to monitor compliance with programmatic grant requirements and to collect data on programmatic outcomes

  • Conducts entrance and exit briefings with the grantee staff to discuss the purpose of the visit, the monitoring process, and the mechanisms for feedback

  • Carries out a wide range of data collection activities on-site, including:

  • Individual or group interviews with grantee staff, external stakeholders, and program participants about program administration, operations, quality of services, and program outcomes

  • Review of administrative program data, such as program files, to ensure compliance with grant requirements and policies and procedures

  • Provides an in-depth analysis and assessment of findings via verbal summary and written report within seven calendar days of the monitoring visit

  • Identifies successful and innovative program implementation/administration processes/products, and any technical assistance needs

  • Provides notes/documents/records of monitoring trip to the client

  • Participates in meetings as required and assists with additional projects, as needed

The position will be based in Washington, DC or Rockville, MD

Long-distance travel (estimated at about 2 trips per month) within the US is required, and will be reimbursed per federal travel regulations.

Education

BS/BA. Master’s degree strongly preferred.

Qualifications

Required Experience:

  • 8+ years experience in Monitoring and Evaluation

  • Exceptional analytic skills

  • Exceptional written and verbal communication skills

Preferred Experience:

  • Familiarity with at least one analytic software package (SPSS, SAS, STATA, NVivo, ATLAS.ti)

  • Expertise working with MS Office suite of tools

  • Experience working with immigrants, refugees, and underserved populations
